New rules in time for the World Cup.
1. VAR extended to look at corners, second yellows and occasions when decisions clearly given against the wrong team (corners only if the decision can be given instantly without delaying the game)
2. Sanctions for players who cover their mouths when talking to opponents.
3. Referees given the ability to start a 5 second countdown if they feel players are taking too long over a throw in.
4. Substitutions must be completed in 10 seconds or the oncoming player must stay off the pitch for 1 minute. (Not sure how that will work with injuries, surely players will just feign a limp to delay the substitution)
5. A wide ranging review of VAR to include the idea of giving head coaches/managers an 'appeal' system. (Although as far as I can tell, the only league that fails to use VAR properly is the Premier League)

1. Scrap VAR.

And change the handball rule back to deliberate handball.
