Sanctions for players who cover their mouths when talking to opponents. 3. Referees given the ability to start a 5 second countdown if they feel players are taking too long over a throw in. 4. Substitutions must be completed in 10 seconds or the oncoming player must stay off the pitch for 1 minute. (Not sure how that will work with injuries, surely players will just feign a limp to delay the substitution) 5. A wide ranging review of VAR to include the idea of giving head coaches/managers an 'appeal' system.
