| Has it always been two coin-tosses? on 20:06 - May 30 with 254 views | EastTownBlue | From the laws: "Unless there are other considerations (e.g. ground conditions, safety etc.), the referee tosses a coin to decide the goal at which the kicks will be taken which may only be changed for safety reasons or if the goal or playing surface becomes unusable The referee tosses a coin again and the team that wins the toss decides whether to take the first or second kick" It used to be the ref decided the end to use without the use of a coin and whoever won the coin toss went first. | | | |

I'd definitely change that to make it one coin-toss. Win and you get to choose either to take the first penalty, or to have the penalties taken in front of a particular end. To be able to shoot first in front of your own fans is always going to be a massive advantage.

I’ve always thought the answer would be to wheel out a mobile set of goalposts and place them on the half way line. The just one toss to decide who shots first.

I think you've just inadvertently solved the 'how do we improve on penalties' question. Chipping balls into a skip on the half way line.
