From a personal and England point of view it was excellent however the general consensus of the whole tournament was of negative football and the new back pass rule was swiftly incorporated 2 years later to help improve matters.
It's between 1990 and 1998 for me, lots of reasons already given for 1990 but one key factor in a good World Cup is a timezone where it's easy to watch random matches, often several in a day.
1998 had a lot too, England's progress and eventual defeat in a brilliant match, Croatia's emergence and that semi-final with France. Holland versus Argentina, Edgar Davids was immense that tournament.
1998 also had the second best World Cup intro from the BBC:
Italia 90 was the World Cup finals with the LOWEST goals/game ratio of any finals at 2.21. Most people's judgement of this tournament is made rose tinted by their age, the fact England did well, the emergence of Gascoigne as a world class talent, "Nessum Dorma" etc. They are ignoring the fact that much of the football was pretty dire, encouraged by a format where 4 of the 6 teams placed 3rd in their group went on to the k/o stages. Many of these games were poor, with the inferior team playing for a draw & penalty kicks. This is a trend which has continued. Oh, and Italia 90 had an awful final, possibly surpassed by the 1994 final in terms of tedium.

Loved 98. A lot of optimism going into that as well following euro 96 and the crop Of youngsters that had come through. Zidane at the peak of his powers as well.
82 was my first one and I was absolutely hooked by that.
Maradona in 86 was as good as it gets. (Hand of god aside).
I really enjoyed 02 as I was in south east Asia for much of it and the pride in having it the region for the first time was palpable.

Oddly enough I enjoyed 1994 in the USA. Probably because I didn't have the stress of England being theRe and it was great to cheer on Big Jack and the R.O.I.

Watching re-runs on FIFA TV reminds me of how poor Argentina were for most of that tournament, and the final was just horrible. I enjoyed it though, the first and only WC I've watched the majority of matches, I think.
