I'm also just going through training on child safeguarding as part of my new job. I agree that the system is definitely overwhelmed.
The golden rule is that it is EVERYONE'S responsibility to report concerns of possible abuse or neglect of a child, whoever you are, regardless of if you are a medical professional, social care employee, teacher, etc, or just a concerned civilian.
However, the processes involved in ascertaining risk are complex, there may be panels who meet and can't agree on whether there is enough proof to escalate to an emergency protection order, or in-house disagreement on how to proceed, which can potentially make staff feel reluctant to escalate concerns when disagreed with by senior staff, and ultimately impact the outcome when these decisions are poorly made. It's a minefield.
One thing that is emphasised, though, is never to stay silent. It takes courage, but without people persisting, these horrific cases will continue happening.
Edited to add: if you are concerned about a child you can contact your local authority''s social care team or NSPCC. Reporting is not 'dobbing in' a child's parent/guardian. The parent may genuinely need support to help them provide adequate care, for reasons out of their control. You are looking out for both child and caregivers if you speak up. Can't believe there are people that can do something so evil to a child.
Let's not forget that the 2 evil murderers have done this and not anyone else.
Social workers seem to get the blame. They do an amazing job inter incredible stress, normally massively overworked. I've heard some rediculous claims such as stealing babies to sell & letting children get harmed to protect their job.
In this case medical staff have told the social workers that the injuries were not signs of abuse for all 3 hospital visits. Family and friends who had concerns did not contact authorities until after the tradegy. The decision to allow these 2 to foster is stringent. A well respected teacher.
Let the independant case review decide if errors where made and if more can be done in the future to help prevent such tradegies. Sadly there are too many bad people around and not enough people to stop and monitor them.
Is it right that 1 social worker is responsible for over 40 children when safe protocols
Say they should have between 15 and 20.
Bigger picture is more money, more social workers, more media respect. Just maybe then people might want to become one.

I worked with social workers for most of my career and it is an incredibly tough job. Events like this affect them as much if not more than the rest of society, they are human too and do actually care. They don't do the job for fun. They have a difficult balance between over vigorous interventions which they get criticised for and too low level intervention due to horrific work loads and regulatory processes. They intervene positively for children in thousands of situations every year without publicity.
The responsibility for what happened lies completely with those two who did this. Sometimes we have to accept that whatever systems we put in place to try and protect the vulnerable in our society, they can not eliminate all the risk from what can only be classed as the evil amongst us. | | | |

These cases are never simple and men who would abuse and kill a baby are likely very adept at being conniving and devious when confronted, but something seems very very off with this:
Amy Shepherdson, the child’s social worker, who had been in contact with the hospital, texted Varley and said: “Just to reassure you they said they had absolutely no concerns. U absolutely did the right thing.”
She visited the family home, but raised no concerns.
The next day, Helen Magee, an independent reviewer from Oldham social services, visited Preston at home. In her report, she wrote: “Preston, I did watch your responses to your daddies quite carefully as I am aware that you have had a few hospital admissions of late and this made me ponder a little as to whether there was a problem that I couldn’t see. Serious Case Reviews, unfortunately repeatedly highlight recurring systematic failures.
You have to hope that mandatory reporting will have some sort of impact, but I’m not optimistic. I’ve read far too many of these now and I don’t believe things have changed very much in the past quarter of a century.
As an aside, can you imagine what would have happened this evening had the guilty been not of these lands born. |  |
