Would require a change of name to World Championship.

Start, as now, with a group stage then a knockout phase until you have a final four.

Follow this with a four team elite league. Would only mean four teams playing an extra game. Would extend the competition by, at most, 4 days.

True Champions would emerge. England’s next match, after today’s just happens to be a competitive game against Spain.

It's run along different lines from your proposal (it's essentially like the "boxing belt" model).

The only change in format should be back to 32 teams, with proper competitive groups and then knock-out from the last 16. Instead FIFA will keep expanding it.
