As I remember it, the enclave is on a small peninsula, almost an island but connected to the mainland by a narrow neck. The border was, at that time, stoutly fenced and well guarded though I imagine it wouldn't be difficult to enter Ceuta by boat or even by a competent swimmer. | |

Pure curiosity. I have a map of Europe in my office and happened to notice the 2 Spanish cities in Morocco, which I had forgotten existed. Reading some of the links posted on here, I do now vaguely remember seeing a few reports on the area around a decade ago. | | | |
