I haven't read the PL version of FFP but i imagine it is just because United make a huge amount of revenue from all over the world, that the wages actually fit in the structure. City are certainly bigger here now, but United have been the biggest club in the world for some time with extraordinary revenues. I think they only stopped being number 1 over the last few years, think it is Barca now but might be wrong on that. |  |
