I think it's fair in this case as he was ultimately given duff information by Tennis Australia. If they hadn't had differing rules for playing in the tournament than the Federal Government had for getting into Australia there wouldn't have been any confusion when the State of Victoria gave him an exemption to play. If he just agreed to quarantine for 14 days there wouldn't have been any issue. |  |
