It is absolutely necessary to avoid (or at least minimise) a humanitarian crisis that will cause misery for millions, and substantial migration.

Germany doesn't have a Navy with the capability to carry out the operation, the USA won't, because that would be a huge symbolic step into the Russian sphere of influence. It's down to us and France.
