The endorsement of the decision to cut production by Putin is a worrying indicator that the war in Ukraine is having further economic effects but what do Saudi Arabia and the UAE get out of the arrangement ?
They get an increase in the oil price which they can then waste on vanity projects and buying military hardware from the US rather than looking after the best interests of their populations.
Worth noting that the US is less exposed than it used to be and in fact was the largest producer of oil in 2021 (in total barrel terms):

Russia's revenues might rise, but they can't buy anything they want - high-end electronics, sophisticated weaponry etc - with it. I doubt very much China would sell them anything, as China really want to play both ends against the middle. They don't want to fall out too much with the west.
