I really enjoyed the ref last night blowing his whistle for half time before Arsenal took their corner. It was only seconds after they had wasted about a minute taking a throw in by changing who was going to take it 3 times.
But like all these "new" rules, they announce them, enforce them for a couple of weeks and then give up on them.

I don’t know why both teams aren’t required to make all subs simultaneously. It’d save at least 20-30 seconds per additional change (or 10 secs if this rule was rolled out).
