Or it may be that the UAE don't want to have a falling out with the UK having a lot of investment links in both directions. There's internal politics within the federation to consider, also.

More and more are suspicious of the work we do overseas as the FCO.

Russia has hundreds of ‘spies’ in the USA and UK and almost all are known by the authorites for example.

Stephen Kinnock was kicked out of Russia years ago, as they thought his work for the British Council was a spy.

We do use these sorts of institutions as cover though.
