The key part of Law 12, it is not an offence if the ball touches a player’s hand/arm:
directly from the player’s own head or body (including the foot)
directly from the head or body (including the foot) of another player who is close
if the hand/arm is close to the body and does not make the body unnaturally bigger
when a player falls and the hand/arm is between the body and the ground to support the body, but not extended laterally or vertically away from the body

Law changed a couple of weeks ago. Not handball if not looking and accidental.
Ref should be demoted.
Law didn't change, the Premier League refs were told to interpret it slightly differently. Problem is there are a number of areas were interpretation is different, see the red card.

The "handball" actually put the ball into a more dangerous position. There was no way he could have avoided that because it was right next to him and there was absolutely no benefit gained from it.
