Altho a crisis is often a catalyst for change - and can provide leverage to get that change through.

Huge logistical task and never will be a good time. If they signal their intent now to limit the whole bidding process they can start to wind down current contracts.
The NHS sector my wife works in has the bizarre situation where services are run by trusts from other parts of the country, which then don't link up to the other services in the area they cover. It was never going to work, it never will so they have to get on and change things. |  | | |
