Isn't it end of August (end of window) for going firm on the squad that is registered with the league rather than the shirt number they wear. From a League perspective I think you could change shirt numbers each week if you really wanted to but for commercial/fan reasons they go firm on them.

Yes, that's correct. Obviously you get given a number before the season starts, but can be changed when they have to be submitted for good at the end of the window.
