Siri won't recognise my humming 15:02 - Jan 3 with 642 views

And I can't remember the name of the song, but the one that has vaguely Italian or Spanish connotations, starts with 3 falling notes repeated about 4 x, and then another sequence of 4 falling notes with the lyrics including "It's ... (insert name that's 3 syllables long) seems perfect for Sarmiento.

Can someone help me out with identifying the song, pretty please? Is quite a frequent football chant, with the names swapped in & out as required.
