What are the rules around playing an advantage in a penalty situation?

It almost seems to me as if, for the Chaplin incident, the referee held off blowing for the penalty as we still had the ball.

My take would be that no advantage is gained in such a situation unless a goal is scored, but does the letter of the law see it differently?

Also, if the penalty had been given would the red card be changed as strictly speaking it came after the game should've been pulled back?

Notice as well with Phillips that it’s the defender that follows through and kicks him. We had a penalty overturned two weeks ago for the same thing. He doesn’t help himself tbf by hanging his leg out as well but for other reasons as we know the passage of play shouldn’t have happened anyway.
