What is the required criteria for a team/ground to be considered 'a tough place to go'?

Is there a school of thought that says the worst ground in the league (let's use Accrington for arguments sake) is always the 'toughest' place to go?

By that token is somewhere like Spurs perhaps the 'easiest' place to go because it's so nice/new? Our result there this season would back that up...

What other factors can be considered?
