The current top six are: Arsenal, Chelsea, Liverpool, Manchester City, Manchester United, and Tottenham Hotspur
The criteria is perhaps;
1) history and brand
2) silverware
3) size of fan base and attendances (including season ticket wait list)
4) size of area fans are traditionally drawn from
5) premier league table finishes over recent times
6) European campaigns current and past
7) international fan base
West Ham may have a large attendance and catchment area, and they have some history, but silverware limited, European campaigns and crucially premier league finished mean they are some way off
Spurs in a way fail a lot of the criteria, but they have a strong brand and history (albeit not peppered with silverware, but they have a large stadium, big catchment and major international brand.
As for Forest - a 55k stadium gets you a long way; they do have silverware and history, Nottingham is a 325k city with wider catchment, their season ticket wait list is
15k plus - that is dwarfed by the traditional big six.
But they haven’t cemented that consistent high level prem finish.
Man City are in some ways new entries… they were a 25k-30k attendance in the top tier at Maine Road, no prem success, but they’ve grown in stature with Middle East money and some cheating.
Could Forest propel themselves higher - who knows. But larger ground is part of the equation.

I'd say teams that could knock on the door of the top 6 club, perhaps expand it, are Newcastle, Chelsea, Villa and Leeds.... Leeds have ground expansion plans (53k), history, huge catchment - die hard fans...

But i'd agree the Toffees are in the pack I mentioned... aligned with Newcastle
Their new stadium, fan base (including international - Mark Carney!), and like Villa that incredible 'near' recent history in the 80s, - make them a team that could go into the top bracket
