Actually, it's the fault of a succession of governments, and an unwillingness to fairly share the benefits of prosperity and the costs of austerity.

The less well educated and the old (especially in the regions) don't appear to have gained much or will gain much from closer ties and trade with Europe.

Foolish to expect that people will see benefits that don't apply to them.

Your last sentence is right, but is it too much to ask that people actually put the blame for that where it in reality lies (that is, in policy decisions over the last 30 years by successive *domestic* governments) rather than the convenient bogeyman of the European Union?
