That is the plan, although I did hear a suggestion that they may not be 3pm starts due to the law preventing 3pm games being shown live. But that's something which is probably in the process of being finessed.

It's a no-brainer or so you'd think.
We're talking EFL here, so it's debatable.
My solution is to kick-off every game at 1.00pm.
