but come on as that well regarded Tory future thinker Alan B'Stard taught us students young people who dont want to work, retirees old people who want to work, Sick people just basic people in between students and retirees who dont want to work and carers people who help others who dint want to work
The problem with those figures is they start at age 16. Nobody is allowed to leave school at that age any more, must be in education or training at least to 18. Thus most will automatically not be economically active or looking for work.
