If we assume the 1.2 million is correct, I believe the reference to benefits is to working age benefits, including universal credit. The question then is what is meant by foreigners. I assume it doesn't cover people like me who were born abroad but have British citizenship*, and therefore refers to people who hold a foreign passport, such as EU and non-EU citizens: that certainly seems to be what media reports suggest. According to the independent Migration Observatory's analysis of the 2021 Census, there were 5.9 million foreign-born people without a British passport living in the UK. This suggests 20% of such people are claiming benefits, which seems quite a small percentage to me, and I wouldn't be surprised is lower than for British citizens. *At the 2021 Census, the foreign born population of England and Wales was over 10 million.
