I just googled (AI'd) it...
Due to an exceptional registration period for the expanded Club World Cup, the transfer window is open early between Sunday June 1 and Tuesday June 10.
It will then open again on Monday June 16 until Deadline Day on Monday September 1.

Some might not be willing to sell until they have a replacement in place. It would result in an impasse.
It's certainly all premier league clubs. Given the 2nd window is shortened due to the extra, early trading window, I'd think it would be clubs in every league, otherwise those clubs excluded would have a shorter trading window. | | | |
