Enquiry needed into why this happens, why social services and police are unable to track, predict and address it, and why there are inadequate resources for all agencies trying to deal with these things.
Will save far more kids from abuse than another enquiry to confirm again that there was a lack of understanding and training, combined with a nervousness over racial issues, which combined to make services less effective than they should have been in certain situations. As already reported on and dsicussed and acknowledged at length.
