As I see it it's pretty cut and dry. Blackburns pitch prevented a 90 minute football game being played so therefore that match should be played again at a time where they can fulfil their obligation to host an entire football match. They have already set the precedent with the 2023 example where Cardiff were 1-0 vs Rotherham in a game that got called off in the 83rd minute. The matter was referred to the EFL board, who reviewed submissions from both clubs and stated.
