I wonder if she was an average Joe without influence and a peerage she’d be looking at jail time as well. HMRC are very aggressive going after small business owners, but seemingly those with government connections can dip into tax payers money with little consequence.

As it seems from other replies she’ll be able to slither out of it financially, the sentence should be a “repay or jail” one, no other option.
