Don't forget the Chinese also. The main difference is that one is regarded as investment whilst the other is giving money away with no guarantee that those handed this money won't turn up again and then be given another £10,000 to go again.
If they are here because of war or persecution why would they want to go back to where they came from.
Surely Dubai is doing just what London did when they turned their backs on where the money came from.
