Here's a fun thought... What if professional football was played as a County Championship, in the same way as cricket?

Which teams would be deemed as the representatives of their respective counties? And which counties would be considered 'First Class' and form the First and Second Divisions?

Some would be fairly easy:

Suffolk - Ipswich
Kent - Gillingham
Devon - Plymouth

Lancashire and Yorkshire would definitely be First Class counties in the First Division.

Who else though?

Plymouth are only a few places above Exeter, so doesn't feel a foregone conclusion for Devon. At least not to the same extent as Ipswich/Suffolk.
