I would imagine Streeting’s pitch to Starmer is that he’s a dead man walking and it’s better to go now, giving Streeting (somebody who is more politically aligned with Starmer) a decent chance of taking over, rather than hanging on until Burnham (somebody less aligned to Starmer) gets a seat and challenges him.

If that was the case then I suspect that they would have spent more than nineteen minutes discussing the terms if Starmer was amenable to the idea. Heck, we need a better Health Secretary anyway.
