You're quite right. It is very puritanical to prefer not getting crashed into by a blind driver!

Being registered blind doesn’t necessarily mean you can’t see anything; the term covers a wide range of visual impairments.

Don’t think he’d pass the DVLA’s requirement to be able to read a number plate at 25m (or whatever it is these days) though!
