Two lanes up a hill, just one down. The down hill lane has a broken line meaning you can legally cross it to overtake slower vehciles.
If it is clear, safe and still within the speed limit, can you (going downhill) overtake an overtaking car?
Also, what would the speedlimit be? 2 lanes are 70mph so would the limit be 70 or 60? (Per 1 lane)

2 lanes are not 70...they are 60. Edit: the speed limit for this situ will be 60 or as otherwise advised. Could even be 30 if signs in place.

2,3 and 4 lanes aren't necessarily 70 or 60....especially single carriageway which it must be to overtake.

I think my query with that would be along the lines of how it is [understandably] expected for a car to allow a motorcycle the same space as one would another car.
Given that, is it unreasonable to expect that motorcyclists should do the same? |  |

Can't imagine BL's suggested manoeuvre would be safe on the stretch you mention. it is a long curve. All you need is someone appearing round the corner coming up the hill in his overtaking lane at 60mph or so and you have a problem.
In any case, why would anyone want to cross the second lane to overtake a vehicle which itself is overtaking? |  |

No, on A65 heading towards Skipton. Was a longer stretch with no curve, good vision ahead, unlike the A137 which curves away... | |

Any advanced driver will know that one of the basic requirements of good roadcraft is to always 'leave yourself an out'.
It sounds like the proposed manoeuvre ignores that advice, and I wouldn't want to stand in front of the Magistrates and argue that such driving had been of a good standard. |  | | |
