Given the local councils have the power to reduce capacity if enough Covid cases are linked to a stadium, it's not the cleverest decision.

There is certainly some merit in that and I hadn't considered the cost of stewarding.
However putting it at 3999 is the worst case given it's the most possible people attending without having to have any checks.
