A maiden is a particular type of race in which none of the participating horses has won in that code before. The 13:00 was a Novice Stakes.
None of the horses in the race had won before, hence none was carrying a penalty for having done so. Some had raced before, including Sen Ding and Roamin in Gloamin, which had ratings of 77 and 75 ahead of the race. That's better than average in a 3 year old class 5 novice stakes at Newcastle in January, hence the odds of those horses were substantially shorter than Beattie is Back. There really was nothing to suggest that the Beat would win, but there's nothing wrong with having a punt based on the name I guess.
Not sure I can agree about the jockey being notably good. Tony Hamilton won 10 from 273 races over the last season, for a win percentage of 4%.
Of the 114 flat jockeys to have won 10 or more races, no jockey has a lower win percentage than 4%...
