No! he advocated the employer paying a 10% additional tax for each immigrant worker used thereby incentivising the employer to prioritise the use of Uk labour if it is available.

Also the UK needs more young workers employed and paying tax & NI to fund our heath service, pensions and care services. We are an ageing population and this issue is facing many other developed countries
