I'm never sure why public bodies feel the need to speculate as to people's inner motivations in these sorts of cases. What Yems feels in his heart is both unknowable to anyone except Yems and essentially irrelevant to dealing with the things he said and did. The panel could just avoid embarrassing themselves by not venturing an opinion on it.

Yeah, think that’s probably true.
Looks like the panel didn’t want to be seen as p1ssing in the tent. But that’s why a truly independent panel is needed, not one that somehow wants to protect the football industry.
