I suspect the thinking was the tournament was going to be a bit tinpot so they gave it a small stadium
The pattern already is that bigger clubs are going to be winning this cup, not the champions of the smaller nations as they originally hoped |  |

They don't want a half full final, so opted for a small ground.
What I don't get is why not pick a city with say a stadium of say 30k and a back up stadium of 60k+ to switch to if needed.
Plenty of cities could meet that criteria,.can't be beyond the wit of man. |  |
