It was an accident, it happens. The Russians have pretty much shot down a squadron of their own aircraft in Ukraine over the last three years.

No one has been able to come up with a solution to this, and probably never will.

Aircraft flying bombing missions don't want to be broadcasting their IFF signatures. So they become just a blob on the radar screen, which can be misidentified. Especially if flying a profile similar to a incoming enemy, missile, drone ... or 'plane coming in to land.

The officer that gave the order, probably holding the rank of commander commanding a destroyer, would have been experienced enough to know that it was likely to be a fighter returning to it's carrier. (S)He would have been briefed on it's departure and probable return time. The full facts are not known (to us) but I would not be suprised if it was an act of trigger-happiness. In the first Gulf War about 40% of all British deaths were due to American friendly (read gross negligent) fire. I have personally seen how their rank and file soilders handle their rifles, like they are toys. The American armed forces are known for incidents like this. I hope the commander has (not) got a spare $70,000,000 to pay for a new F 18 if it's proved to be negligence.
