I actually think NATO is dead now with or without Trump. How can the other countries allow themselves to be so reliant on America again in the future? It can’t and it shouldn’t. Assuming there is soft power that’s important. Treaties, diplomacy, mutual arrangements, trade, foreign aid for example. But if nothing else, since Putin’s rise shows hard power is also required. Russia has a small economy but a huge military. It projects that power in various ways and is considered one of the big three. It will get its empire if not blocked so will expand its industrial base. All through hard power. I’m not advocating anything like that. People pay in lifestyle, freedom and their lives. 1000s of them in Putin’s aggression. But you need military in sufficient strength to deter, individually and collectively. In the 1970s it’d fallen to 5% GDP and remained that way up to the 1980s. That was yet another time when there was no money - IMF etc. I don’t think 5% is unreasonable even if it’s tough. Very tough. The economic power of these countries collectively is not small. Can Europeans act as one? Yes. They already do. I heard an after dinner talk by the head of Camp Bastion’s medical facility the other year. A fascinating man. There were two big facilities. An American one and an international one headed by this chap. His hospital had Brits, Danes, Germans, French, Canadians and others. They worked absolutely seamlessly together and were so innovative that the techniques they developed to help the seriously injured are being used in the wider world today. I beleive the Donestsk Luhansk and Kharkiv oblasts are the industrial heartlands of Ukraine so going back to USSR days it would have been natural for many Russians to move or be moved there for work etc. Particularly as they are geographically close to Russia anyway. I think it is a convenient happening for Putin rather than any strategic plan that a sizable minority of ethnic Russians are there. Same applies to the Baltic states. though it would not surprise me if there was a Russification (if that is a word) process going back to Stalin's era to undermine any attempts at independence by encouraging Russian population growth .
