Most likely that it was his agent, who has effectively agreed a deal in principle with the Black Cats. Once this is is place, then Sunderland approach St Mirren for permission to speak to Ross, which has now happened. Sunderland now need to sell the club to Ross. Had terms not been agreed with the agent, the approach would have gone no further and neither Sunderland nor Ross would have been seen not to agree a deal. Sounds like the Sunderland chairman is confident though of getting his man. [Post edited 23 May 2018 19:33]
