But why no fans at Portman Road? Would have made it even more special for the boys to have some fans cheering them on.

Guess if we were tier 1 and allowed 4,000 it would be viable.

Dependent on the draw for round 4 it might be worthwhile looking for a match sponsor to cover cost of stewarding.

I get that it costs more money with COVID regulations and no food sales, etc but not getting safety clearance is a poor excuse. They've known about this game for a while and its just a matter of completing a risk assessment and ensuring social distancing is adhered to.

We are only talking a few hundred fans!

Really poor excuse, the costs cant be that great, I mean how many stewards are we going to need in one stand to hold 500 -100 fans (if that).

Even if you charged the fans surely that would make up the cost, seems an oversight to me and then just making excuses.

Depends how much a health and safety risk assessment then implementation and staff costs would be, it is not a simple case of open the door and employ a few stewards.
