I can't imagine that an incompetent foreign secretary making inaccurate and inflammatory comments in 2016 helped the situation much, either.
I sure hope no-one saw fat to put HIM into a position of greater responsibility.

That definitely plays its part in the big picture but several more million barrels of oil to bring prices lower is what I suspect relaxed negotiating hands. Post oil economy.....lol!!

The world has made good progress, but is not realistically close to a zero-oil situation yet (heck, we haven't even eliminated coal, which is far dirtier and more environmentally damaging to extract).
