In terms of a full-scal invasion, I wouldn't have thought so.

Is it a play by the President to shore up his poorly-performing and unpopular administration? Perhaps more likely. SK has some history of dictatorial rule.

It appears that martial law can be undone by a simple majority in parliament, however police are locking down said parliament.

Like you say, it seems a President with no majority in parliament is trying to seize additional powers to bypass them.
