Penalties are not designed to be a fair contest because the defending team is being penalised for some kind of foul. Keepers are just as guilty of trying to gain an advantage by encroaching and by trying to distract the taker. |  | |  |

I've no idea if that's the real reason, or whether he was trying to play mind games or whatever. They do seem to be whistling before he even runs up, so I'm not convinced myself. But if, in the lead up to a penalty, someone in the crowd does actually blow a real whistle, presumably the ref wouldn't be so harsh as to deny a pen taker the chance to take a pen just because he's, reasonably, hoodwinked for a couple of seconds? Also, I don't know the rules for how you run up to, and strike the ball, at a free kick, but I would doubt that the ref would enforce this rule quite so fiercely with just a run of the mill free kick. Maybe he just wants to see silly nonsense eliminated at the penalty spot, and I can totally sympathise with that.
