Back in January I was disciplined at work for overreacting when a colleague recently returned from Hong Kong threw an apple core at me. He has since retired and my boss today apologised and retracted the warning. If he did that now he could well end up in jail. .

To be linguistically correct, as I had used the singular, that would require the HR Department to be a one person operation and to be located in your pants.
Which is rarely the case, it just always seems that way.

without wishing to sound like some doddery old pendant surely if referring a department you do do so in the singular as the department itself is a singular entity albeit there may be a number of individual people who make up that department so that therefore if you refer to the members of the department as a collective group you would do so in plural as in that instant you would be speaking about a group rather than a single entity
