Oxford Uni did develop the vaccine using public money and grants. However, Oxford Uni and UK government have been working together from the start of the pandemic. The UK government were prepared to sign early contracts with vaccines manufacturers to help de-risk their investment in manufacturing capacity and stock. There were two conditions, the UK would receive the first doses and the vaccine needed to be made in the UK. Oxford partnered with AZ, they had originally proposed working with Merck. Hancock, to his credit, was concerned that Trump would block exports from the US to the UK, and was keen to secure control of the supply chain. So, if anything, it is a public/private collaboration. You are right that AZ are supplying vaccines at cost. There is also a fair degree of commercial (capitalist?) UK government involvement, which has helped us to achieve vaccination rates way ahead of most other countries. |

My interpretation of his comments were that greed (an ugly and politically stupid term) refers to the UK securing preferential access to vaccines. Well, all the researchers, testers, production planners, manufacturing personnel, packagers, distributors, nurses giving the jabs - they are all making money...or getting paid for what they do and not losing their employment. I think a more pertinent question here is if, for example, a universal basic income applied would these people still have carried out the tasks required to get the vaccine rolled out as quickly as it has been. I think, having worked in a research unit for five years, the answer is yes, they would have. The imperative is to get the vaccine administered as a social good. [Post edited 24 Mar 2021 15:16]
