The pattern is clear, delay and paly down all the bad news until it builds up. It's a sensible measure and not one a rational government should be afraid of publicising. It is also now obvious that delaying further re-opening on 21 June would be a good thing, it might only need to be for another month or so, but it's more likely that that will be too difficult a decision to make. |  |

Indeed, although I suspect they are also concerned with timing around half-term next week. Most people will be going on their first holiday for well over a year (hopefully mostly within the UK) and I am guessing they aren't going to announce any lockdowns until after that.
