I was surprised Conte went to Spurs but I think their squad, even though it's worse quality-wise, is much better suited to his formation than Man Utd's.

The lack of coaching in defence is the main issue, but at the other end most of Man Utd's problems stem from Ronaldo. He's a reliable source of goals but his presence in the team stifles their best player from last season (Fernandes) and their two main youngsters (Greenwood and Sancho.) That said, I don't see how the situation can be resolved because regardless of who the manager is, they aren't going to walk in there and drop one of the best players of all time - there would be uproar.
