He appointed a lot of people of colour to prominent positions recently, and used some racial slurs in his writing quite a few years ago. So without knowing him, I would be more inclined to say he isn't.
He probably thinks of those appointees as 'some of the good ones' at best, disposable human shields at worst.

I think it is significant that he hasn’t declared he’s running. He obviously doesn’t have the number required. His people are even lying about that. He wouldn’t stand the ignominy of standing and failing to get 100.
This is a water tester. He will stage a serious bid after the Tories lose the next election.

Appointing people is no indication of attitudes to race.
Johnson has no principles or morals and so will say anything at any given time ....... whatever happens to benefit him. If it is the use of offensive language his thought is, so what ?
Much as with his guff about levelling up, oven ready deal, world beating track and trace, Garden Bridge etc ...... all obvious lies aimed at the not too bright
Whether that makes him a racist though, is a moot point

A lot of old tosh is being spouted re 'a mandate (as with (PR)
The PM is the leader of the party (or group) which commands the majority (confidence) of the lower house. That party or group, can elect as many leaders as necessary (not all at once).
Thems the rules. As many might guess I have no love for the bunch of righties ruining our country, and heaping misery onto millions. But agitate for change, on the understanding of what the rules are.
However, I despair at the limited knowledge almost all folk have of the workings of Parliament. Who does what and why.
I do not expect the 'man on the Clapham omnibus' to study it to the level of a law degree (me), but I do think the basics would be far better taught at school than religious sh.yte, or obscure stuff that will never be used.
This became very apparent during the referendim. I never came across anyone, especially those supposedly knowledgable about such things, who could tell me what the EU parliament, commission and council did, and what separated them.
They could repeat chapter and verse absolute shy.te as previously put out by the bloater about how the EU had banned white school children from eating conkers, hedgehog flavoured crips had also been banned and I would enjoy a very merry Xmas in some sunny resort if I had a quid for every numpty who told me that the EU required Xmas to be known as Winterval.
Maybe then voters might demand that odious slugs such as Johnson are not paid when skiving off abroad. MPs caught taking bribes (consultancies) face criminal charges, and that every claim in Parliament is subject to the same level of rigour that it would in a court of law.
