I doubt that would have lead to a war even if they had shot down the RAF plane, it was clear that the second Russian pilot thought the first one was a lunatic.
It also feeds into the possible narrative that even if Putin ordered something crazy (like a nuclear strike) there could well be push back from the people pushing the button as they would know it was crazy.
The Russian equipment really is a level below what the West though, having one missile miss and one simply not work is incredibly poor.

I guess you're probably right, but with 30 lives gone, there would have been a lot of pressure to do something / anything, especially with such a politically weak UK govt, with lots to gain from a retaliatory strike / switch to wartime governing.
